Outreach Director
Rachel is the Outreach Director at the Pacific Legal Foundation, where she develops individual relationships, strategic partnerships, and issue-based coalitions that increase the impact of PLF litigation toward a more free, just, and prosperous society. Rachel is a passionate advocate for social change and a crusader for the power of positive sum partnerships. Through her work, Rachel aims to create gains from trade, increasing the impact of individual action through strategic collaboration and communication.
Prior to joining Pacific Legal Foundation, Rachel developed and led the external relations department at the Institute for Humane Studies–an academic institute dedicated to advancing classical liberal scholarship. While there, she oversaw outreach, coalitions, conferences, and campus strategy, connecting university-based faculty with opportunities to apply and study the ideas of liberty. She previously worked in process management for a NASA HQ contract, and has dabbled in marketing, program management, and public policy.
Rachel earned a BA in Politics from Hillsdale College and a Masters in Business Administration (MBA) from George Mason University, where she specialized in management consulting, organizational behavior, and change management. Rachel resides in Northern Virginia and spends her time traveling, hiking, and exploring Virginia wine country.
