While most cities are drowning in debt and cronyism, Colorado Springs, the host city for this year's SPN Annual Meeting, is known for its fiscally responsible decisions and transparent government at the local level. Next year, SPN’s 28th Annual Meeting will visit a very different city: Chicago, IL. How have both of these cities fared?
