Cannabis prohibition and the lessons learned have left a distinct impression on America. Skeptical attitudes toward cannabis prohibition in the United States appear to be coming to an end. An October 2018 Gallup poll found that 66 percent of Americans now support legalizing cannabis—another new record in Gallup's trend over nearly half a century.

This panel will explore the many policy questions surrounding the future of cannabis in this country, such as:
  • Should prohibition be lifted federally or state-by-state?
  •  How should states and the federal government regulate the product?
  •  What are the public safety and public health concerns?
  •   What is the appropriate taxation system, and should the funds be restricted to specific uses?
  •  Should social justice reform be part of the discussion?
  •  What is seen as the best outcome for the country?
These challenges and opportunities will certainly affect the development of state and federal legislative, regulatory, and fiscal policies moving forward.
